Patricia Neighbor is a community planner and project manager with expertise in transportation, land use, and urban design. She has over twenty years of professional experience, including over six years as a current planner. Her expertise includes transportation, land use, environmental review, and urban design. During three years at the Oregon Department of Transportation, Patricia managed a complex transportation project, working in collaboration with Information Services and highway engineers. She earned a Master’s degree in Community and Regional Planning. Patricia’s training includes project management, equity, art, and conflict and dispute resolution.
“Transportation helps people get to where they need to go-- social connection, healthcare, education, work, and food. It is meaningful to Patricia to contribute to that; walking and bicycling provide the opportunity for people to get what they need, at low cost and without air or water pollution. Patricia enjoys walking and bicycling to get to places that she needs to go; she enjoys being physically active and crossing paths with people. Safe places for walking and bicycling are fun, functional, and contribute to our communities. It’s important to Patricia to develop infrastructure that increases access to opportunity and options to get around safely.”

- Over six years of development review for cities and counties, including three years at the City of Portland. Reviewed varied residential, commercial, and institutional development.
- Managed the development of a $4 million software system for the State of Oregon.
- Coordinated a State of Oregon grant fund that constructs transportation infrastructure.
- Facilitated monthly engineering meetings withing the Oregon Department of Transportation.
- Contributions to long-range plans: the Transportation Chapter of the Portland Comprehensive Plan, Portland’s Citywide Systems Plan, the Saint John’s Truck Strategy, The Dalles Transportation System Plan, and Envision Eugene-- the comprehensive plan for the City of Eugene. - Applied code for the Columbia River Gorge National Scenic Area (CRGNSA) for more than 2 years.
