Ulla Hester, AICP

Ulla works with both public and private sector clients to develop transportation demand management (TDM), shared use mobility, and active transportation plans and policies. Based in Denver, Ulla has been working across the country to create regional TDM plans, assist cities with crafting and implementing TDM requirements for new developments, and create tools that help developers comply with TDM requirements. She applies her planning expertise to launching, supporting, and evaluating transportation management organizations that provide crucial transportation services and promotions.

Ulla’s work is driven by her strong commitment to sustainability, equity, and passion to improve people’s quality of life through her work. She earned her Master in City Planning at M.I.T. and is accredited by the American Institute of Certified Planners.

“Growing up in Germany, I did not appreciate the freedoms I enjoyed living in places where walking, biking, and transit were safe and easy ways to get around. Living and working in car-dependent cities after moving to the United States sparked my interest in urban and transportation planning and prompted a decades-long mission to create and promote safe, affordable, and sustainable transportation options for people of all ages.”
