Alta’s Civic Analytics team is leading this project to identify active transportation facilities with the greatest potential to shift car trips to walking, biking, and other sustainable modes—a key metric for funders seeking high-impact transportation investments. The project involves developing and validating a traveler alignment analysis tool in ArcGIS Pro, which evaluates the orientation and density of short trips using origin-destination (OD) data to assess mode shift potential. This tool will enhance UDOT’s existing prioritization criteria, supporting funding decisions for high-impact active transportation projects, including the allocation of TIF Active funding and future modal priority analysis.
