Alta assessed existing conditions, including posted speed limits, operating speeds, current procedures for setting speed limits, and existing plans, policies, and initiatives around safety and speed management in Knoxville, to inform the speed management approach in this plan. The approach included four components:
– A prioritized list of corridors for speed management, based on differentials between posted speed and operating speed, existing traffic volumes, the high injury network (HIN), a predictive safety analysis, and whether a corridor is within a disadvantaged area or a parental responsibility zone around a school
– A standard operating procedure for setting speed limits in Knoxville, based on the roadway context
– A speed management countermeasures toolbox detailing each countermeasure, including appropriate roadway typologies, typical cost, location, and considerations for emergency access and maintenance
– Plan implementation next steps, including an outline of a proposed public awareness campaign.
