The index evaluated factors such as urban heat exposure, existing tree canopy coverage, and land use compatibility to identify locations with the greatest need and opportunity for new trees. Alta’s methodology also aligned potential planting areas with gaps in the active transportation network to ensure tree investments support safer, more comfortable walking and biking environments.
To build the index, Alta integrated multiple datasets, including AI-derived tree canopy and planter location data, projected future heat events, and an urban heat island index. These inputs were combined to measure both need—such as limited shade and heat vulnerability—and feasibility, including available planting space and existing infrastructure conditions.
By identifying high-opportunity corridors for new tree planting, the Tree Opportunity Index helps Sacramento prioritize investments that improve climate resilience, expand urban canopy, and create cooler, more comfortable active transportation corridors throughout the city.
