Atla led Move Tucson Plan Transcends Traditional Engagement

Alta led Move Tucson, a comprehensive, multimodal transportation master plan. The plan included a robust public engagement program, which has responded to the challenges of outreach during the COVID- 19 pandemic. Most notably, Alta developed a prioritization process that accounts for multimodal projects, including transit and motor vehicles.

The plan included more than 230 projects and over $5.7 billion of possible improvements. The prioritization uses a multi-step approach to understand network needs, score projects, and refine the results based on project performance. Some projects focused on a single mode (i.e., sidewalk improvements, greenways, or high-capacity transit routes), and others address the needs of all modes, including new sidewalks, improved bikeways, and upgraded traffic signals. It is a bold vision that requires innovative and flexible approaches to implementation.

Alta’s dynamic approach to prioritization means the City can reassess over time utilizing the underlying network scores. This creates opportunities to account for shifting project extents, changing network conditions, and shifting funding opportunities. Additionally, Alta developed an interactive online tool that allows agency staff and stakeholders to easily navigate through recommendations to identify projects to implement as specific funding becomes available or as a part of routine maintenance or synergistic projects. The final application, powered by ArcGIS Online Experience Builder, revolutionized how the Move Tucson Plan was presented and accessed. Departing from static documents, the Move Tucson website now offers visitors an immersive plan-viewing experience. Through interactive maps, charts, photos, infographics, and other engaging media, users can dynamically explore key content, including guiding principles, public engagement activities, recommendations, robust full network prioritization and implementation strategies. This multidimensional approach paints a vivid picture of the Plan’s vision and its impact on the city.

The website was designed to anticipate user needs and focused on enabling users to quickly navigate through the Move Tucson plan and process, providing a streamlined experience. By offering interactive maps, charts, photos, infographics, and other engaging media, users could efficiently access key information, such as the network recommendations and implementation costs. Because the site is built in ArcGIS Online, City of Tucson staff have the tools to easily update the site over time. As the project evolves, potential improvements could include developing a project status tracking site and optimizing the site for mobile-friendliness.
